[sldev] message template semantics?

A lot of content on wiki.secondlife.com was generated using the message
template:

https://wiki.secondlife.com/wiki/Protocol

All messages on the wiki:
https://wiki.secondlife.com/wiki/Category:Messages

Most messages don't have usage notes yet, but some do.  Hopefully, over
time, more of these will get filled in.
