[RegAPIList] suggestion - send password to email

When i was talking to Jim from linden labs he is very aware of the
need for a sandbox, and a few other features.  He has this on this
list of things to do.  Jim can you confirm this?

I also understand that there is a way to submit accounts individually
to be deleted.
