APR library is used by various basic packages (llplugin, llmessage, llcommon) but doesn't get installed in the build's library directory until later in the process.  This causes the first build attempt to fail, but the second one to succeed.

I cannot tell without digging deeper if the prebuilt lib process is spawned in a parallel thread and happens not to complete, or if the problem is a missing ordering constraint of some sort.
