In a quiet moment, in Qarl's Hour, I brought up this and WEB-1406.
It seemed, the reason they can't answer, as to why this goes on too long, is that all available personel are working on Viewer Two, but that this is under the Non-Disclosure Agreement.
In the spirit of Transparency, we should be able to view the NDA on line, but the NDA prohibits admission of any lack of Transparency. There's also talk, that Linden Labs is rethinking the logic, behind an NDA, but I doubt they'll know if there's an Index File, until they look it up in the Index File.

Whether these WEB issues are ever to be sexy enough to warrant attention, might be disclosed in 2010.
