I'm afraid that this isn't a change :(  llOwnerSay only keeps working for a short time (it's noted as 45 seconds in the wiki, but it can be as long as a minute) between when you leave the vicinity of the sim and the connection closes. If you need gridwide connectivity, llInstantMessage may work out better for you.
