Yes, it's purely to make it work with VS right now. However, since I do have to copy the file somewhere else (somewhere outside the checked out hierarchy to keep things clean), I may as well copy it to a place that will, eventually, be the correct one. I could may be copy it to a built skins folder copy (which we don't do at the time) but that doesn't work with the way cmake builds the list of xml files (which happens before anything is compiled). I tried different hacks Friday but nothing worked correctly.

If someone has a better idea that would not involve any code change, please chime in.
