That's correct: And it absolutely shouldn't. This would break many avatar builds that did not expect the jaw attachment to ever move on it's own. if a moving attachment is desired, it could be a new attachment point. The current one is usually assumed to be solid, unmoving, rotating in unison with the rest of the head-based attachments.

I did indeed have the previously mentioned issue where my moving jaw cliped though a prim head. This was very non-trivial to fix, an unnoticeable repositioning of less than half a centimeter cured the problem.

That said, I'm all for on by default!
