That's correct: And it absolutely shouldn't. This would break many avatar builds that did not expect the jaw attachment to ever move on it's own. I've been using LipSych for so long I've forgotten it's on - I use a av with a prim-head myself, I mainly use it to see other people. If the actual jaw moved it would make my avatar not work correctly. As it is, it's perfect - haven't seen anyone complaining about the lack of jaw attachment movement. All for on by default!
